NJ has an exit tax if you have lived there less than 8 year or have a vacation property and you sell. 3% of sales price..

In the movie Bound For Glory (and the book) about the suffering people in the Dust Bowl Okie migration leading to the Great Depression they act like you have to have a foreign passport to be allowed to enter that state.

My hazy memory of law school more than 30 years ago says that the right to interstate travel is a right protected by the privileges and immunities clause, such that a state burdening that right by an exit tax would violate that clause, and indeed be unconstitutional.

here's what I think.....people put up with California and as a reward got huge pensions early and then they move to better areas in Idaho or Montana or Washington or Oregon, Nevada, etc and put down big money forcing the locals out of their own market for homes and land and vacation properties...

so do I care if they have exit taxes?....not really....
