My hazy memory of law school more than 30 years ago says that the right to interstate travel is a right protected by the privileges and immunities clause, such that a state burdening that right by an exit tax would violate that clause, and indeed be unconstitutional.

It would be unconstitutional and a good lawyer could make a good case out of it. But Libs ignore laws they don’t like, such as federal immigration laws.
