Trump Administration Rolls Back Obama-Era Safety Rules For Oil Trains

The Trump administration has finalized a roll back of Obama-era regulations for oil trains.

The rules, which date back to 2015, required railroads carrying crude oil or other flammable liquids to outfit their trains with more responsive electronic braking systems. The rules came in response to concerns about explosions and spills from mile-long trains of crude and ethanol. In the Northwest, those trains move along the Columbia River and through cities to coastal refineries.

The U.S. Department of Transportation, which has been working on rescinding the rules since last December, said in statement this week that its analysis showed the cost of requiring railroads to equip trains with the new brakes outweighed the potential benefits.

The rail industry has resisted the new braking requirements. The American Association of Railroads, a freight rail industry group, had previously attempted to appeal the Obama administration’s decision, stating that the rules imposed unreasonably high costs to railroads and that the government had overstated the benefits of the brakes.

That is very likely. The train passed a detector that signaled a failure, if the bearing area of the axle was red hot when they applied the brakes to the wheels, yes, it would have more than likely just caused what was left of the axle to twist off. The real damage was not really that wheel failure on that one car, it was all the rest of the cars crashing into the already derailed train. Thousands of tons takes awhile to slow to a stop...

The caboose has long since been replaced by the FRED unit, that little telemetry device on the rear of the train with the flashing red light. FRED communicates to the engineer and/or conductor via a mechanical voice identifying defects on the train. It also communicates to the dispatcher via trackside sensors as a fail-safe.

FRED must have identified the defect that caused the accident, but somebody decided not to address it at the time.

And yeah, that was of course awful—as well as the town then telling residents they were safe to return home.

No, Fred didn’t do squat. Fred has no EYES to see what it happening. Fred only knows something AFTER it has happened. An acoustic detector signaled the issue.

I really don’t know and qualified my comment with “if”.

Had read earlier that it was, see here the NYTimes attributing it to the wheel bearings:

“The N.T.S.B. said its investigation included examining tank car fittings, the locomotive event data recorder and surveillance video from a residence that showed what appeared to be the failure of a wheel bearing moments before the derailment.”

It seems quick to have a conclusive answer and I don’t have the expertise to make a connection between the two anyway.

ECP has not shown without a shadow of doubt that they could prevent derailments. Plenty of independent test reached inconclusive. Because of that, Trump rescinded the reg due to a high cost, low benefit the ECPs yield.
