Does this just apply to non-Citizens or do Americans that go abroad have to get jabbed to re-enter?

Citizens cannot be denied entry upon return to their country, so it applies only to non-citizens and people living in the US on a temporary visa. I’m 95% sure that permanent resident non-citizens are exempt from the vaccination requirement as well.
