After 2016, when Herself won the “popular” vote, the cheaters had to refine their strategy a LOT, concentrating on “swing states”, where a limited amount of fraud could end up shifting a sufficient number of electoral college votes. Of course, the massive fraud was still going on in those states that would have gone “blue” in any case.
Remember from the movie, it was only 2000 mules that met the 2 parts of the criteria to be counted.
It left out all the mules that stopped at 9 or fewer drop boxes and the movie only looked at 5 cities that could swing the balance of the election.
This type of fraud has been going on for a long time in many Democratic Areas, the process is being continually refined 2020 was the culmination.
In some states like California they have legalized everything in the movie.
