Absolutely unconstitutional - this is a clear violation of the Commerce Clause.
This will have so many “unforeseen consequences” that no one saw coming. Ya right, well everyone except politicians can for see the impending train wreck .

In 1900, various governments wanted us to stay with the horse and buggy so required a man with a red flag to walk in front of the newfangled automobile to warn people out of the way.

I’ve done the same, and in states where they don’t collect much money off of registrations, you can usually get away with it for some time. But it is illegal beyond some number of days (typically 30), so you can get in trouble if you try to extend it, particularly in a state filled with Karens wondering why you were able to buy a new gasoline car when the people they voted for won’t let them do the same.
Well since more people are killed by cars than firearms this seems like a no-brainer.
