This is actually formal policy. As in the the US, England doesn't count a person as 'vaccinated' until after 2 weeks post 'vax'. This was intentional, public undercounting. What's horrific, is this means the death count (non-covid, covid) is not 'merely' 3x for the first 3 weeks post 'vax, but far higher given the number of deaths within the first 2 weeks of 'vaxxination'.
