WASHINGTON, Tuesday, Oct. 15.

THE OWNERS OF CONFISCATED VESSELS.

By an order made to-day, tile Secretary of the Treasury has much facilitated the matter of ascertaining the interests of loyal persons who are joint owners with rebels of vessels that have been seized by the Government officers. Heretofore the evidence of loyalty and of ownership has been taken under orders of Court, which necessarily subjected the owners to great delay and enormous costs. By the Secretary's order, the evidence will hereafter be made to the Collectors of the several ports, and a synopsis sent by them directly to the Secretary. Upon this evidence, thus taken and submitted, the Secretary will determine upon the justice and policy of releasing the seizure.

MR. BARNEY AND THE NEW-YORK CUSTOM-HOUSE.

Mr. BARNEY, the Collector of your Port, left for home this afternoon. Some changes in his subordinates will probably follow his return. Not a few of his present retinue are supporters of the Peace Party in the State of New-York. Indeed, if I am not much mistaken, the mainstays of the Peace Party are Custom-house employes.

THE POST OF DANGER AT LEWINSVILLE.

I was up to Lewinsville, this afternoon, or rather to the headquarters of Gen. HANCOCK, who occupies the post of danger and of honor, being on the extreme right of the main body on the other side of the Potomac. The rebel pickets were about two miles or two miles and a half from his post. Yesterday, they skirmished nearly all day, our folks at night being about fifteen head of cattle better off than they were in the morning, having captured them from the enemy. This morning the rebels put ten head more in the same field, evidently to decoy our boys in.

This is the Head of the Passes attack on the Union blockading fleet, October 12, 1861, a Confederate victory, some damage to ships but no reported casualties.
By my count it was the war's 56the engagement:

There were no major engagements between the Head of the Passes in Louisiana, Oct 12 and three significant battles on the same day later “next week”.
