Then there must be a meaningful ie non discretionary right to carry concealed. The 2nd Amendment clearly explains there is right to keep AND BEAR arms. If you can’t carry openly then you must therefore be able to carry concealed. Otherwise there would be no right to bear and that is unconstitutional.
So I guess all may issue states for CCWs just became shall issue states.

Well actually yes you do have the right to “bear” carry guns in public.
The 9th circus is willfull misreading not only the Constitution, but previous supreme court rulings. I’m reading through their ‘decision’ now. If the idiots on the supreme court don’t take this case, they will just prove their absolute irrelevancy.
BTW, the Ninth Circuit had been notoriously liberal in the pre-Trump era. Trump got to appoint a ton of judges to those slots during a single term as POTUS (by my count, TEN judges appointed to that circuit from 2018-2020!) and supposedly one of his “accomplishments” during his tenure was “flipping the ninth circuit” and giving them a conservative majority so the ninth circuit was “no longer liberal”. I remember FReepers crowing about that “accomplishment” back in 2019:
