They’re in different buildings. Library is in ground floor of residence; Oval Office is first floor of West Wing (but still on same level).
You have go from far corner of the Residence down the Center hall, go through Palm Room, along the West Colonnade past the Rose Garden (and press corps offices and briefing room) and then enter the West Wing and take another hallway to the left to the Oval Office, or continue on outside walkway to enter through the French doors.
I really think Kemp had a message for POTUS that he could only give face to face. (Maybe even a thumb drive.). Keep thinking “this is a movie”. Some people are playing a roll — maybe even for their own survival.

1/ Someone asked me what I think Martial Law would look like in the U.S.? I think it will happen fast and hard using unmarked vans with troops raiding home’s and businesses to capture and arrest criminals. Perhaps a few Humvess parked along main streets for optics.
2/ Definitely temporary shutdown of communications and travel restrictions to make sure criminals can’t flee. Equipment and other evidence confiscated. I don’t believe those who are captured will be detained in the U.S. for Tribunals. They will be sent to off shore bases.
3/ I don’t know how long detainees can be held before a Tribunal hearing. Their rights to a speedy trial are suspended because the Constitution is temporarily suspended. They don’t have rights. But of course I could be wrong. The mission to capture and confiscate would be swift.

Seems to be a virus only transmissible in the Washington corridor.....especially vulnerable are those who call out the powerful criminals. Just look at what happens to anyone and everyone who’s on deck to testify against Hitlery.
