Unfortunately whoever wrote this doesn’t know Romney was governor of Massachusetts, not Utah.

If Pence is returning a military salute without being part of the military, he is wrong. Trump is CIC, so that is right and proper. Pence isn’t.
But acknowledging someone’s existence is always right and proper. He can wave, nod his head, smile, and say “thank you.” But he should not return a miltary salute.
As for Girl Scouts, we have a salute which we raised when saying the Girl Scout pledge. This was given to the side of our body, with our right hand and arm. The hand was raised to shoulder height and the palm was facing forward. It did not resemble the military salute in any manner. We used the civilian salute, right hand over the heart, whenever the flag was raised or lowered, when reciting the Pledge of Allegiance, when the flag passed us in a parade, or when singing the Star Spangled Banner.
I don’t know what the Boy Scouts did. If the Girl Scouts changed this practice after 1972, I don’t know that either.

Upon returning to the Louisville airport from Tye Honor Flight we were greeted by hundreds and hundreds of people. One particular gentleman was dads personal greeter. He was a retired Major in the Air-force had served six tour of duty (four with family accompanying him). Dad was a Major in the Army Air Corp. he had served one tour of duty for over four years and wrote my mother daily (we still have the letters).
Before they even spoke the retired Major saluted my dad and daddy returned a crisp salutation from his wheelchair. It is a sign of respect. One should always return and acknowledge the respect of another.
