He’s not touching the actual income tax. The Social Security is only being withheld until the end of December 2020, so just an extra 7.65% of your gross pay on your check.

True in that most government Workers don’t pay SS. They get a Government pension, paid by us. But they don’t draw SS, they draw on their pension.
They do pay Medicare.
I don’t know about state workers but federal workers do pay SS. This has been true since 1987 when the current FERS retirement system replaced the old CSRS system. Under CSRS they didn’t pay SS.
