Health care workers that came to New York to help fight the coronavirus pandemic at its epicenter will have to pay state taxes, according to the governor.
He addressed the issues Tuesday at a news conference.
Were not in a position to provide any subsidies right now because we have a $13 billion deficit, Gov. Andrew Cuomo said. So theres a lot of good things Id like to do, and if we get federal funding, we can do, but it would be irresponsible for me to sit here looking at a $13 billion deficit and say Im gonna spend more money, when I cant even pay the essential services.
Even though the state government asked thousands of people to come to New York from out of state to help fight coronavirus, they will have to pay New York state taxes, even on income they might make from their home states that theyre paid while in New York.
Cuomo said he needs help from Washington in order to cover budget deficits from COVID-19, let alone subsidize state income tax for essential workers that flocked to New Yorks aid.

If someone is not being paid for working within the borders of the state of New York, how is there any income to be taxed in the first place?

Note that New York State wants to actually tax the money paid to people NOT buy the hospitals (where they were volunteering), but money paid by their employers in their home states, during the time they were staying in new york. So, if I took two weeks of vacation from my job in Virginia, and went to New York, I'm supposed to pay income taxes? I don't think so.
Seriously — if you took more than 14 days off of work in your own state, and volunteered your time in New york, let’s say putting out a forest fire, or helping did through rubble after an earthquake, or in this case, the people like “samaritan’s purse’, a charity organization who set up a hospital — they all have to pay STATE taxes on any money they made in from their home states during the time they ‘lived’ in new york.
I’m guessing that if you went to the Catskills for a 3-week vacation, you’d be OK, but if you volunteered for a group that was cleaning up trails in the catskills for those 3 weeks, you’d have to register and pay state taxes.
Of course, Cuomo is going to try to blame this on Trump for not giving his state money to bail them out for a lot of bad choices.

On that you are 100% wrong. I can tell you from first-hand experience as a corporate consultant who worked in many states there are a lot of states that stipulate if you work some predetermined time duration in that state then you owe that state income tax regardless of what state you are paid in.

His plans for any government funding don’t include anything to do with the virus, or it’s aftermath. It’s solely to fund his special projects so he can line the pockets of his cronies and big donors. He’s wasted billions of dollars on nanotech and green projects that failed, and now he wants to spend even more, on more crap that will fail.
Imagine vacationing in NY in the current environment... and you are still getting paid back home. Do you think you’re immune from this mindset?!

In the past I lived in Arizona but did a lot of extensive consulting in California and my former employer was asking me to spell out all the days that I had worked in other states and I gave them nothing. I have better things to do than triple my tax preparer fees and feed sponges and illegal aliens in California.
It is tough for states to differentiate between personal travel and business travel unless you are on their radar so I made sure to never get on their radar.
They should file for unemployment, food stamps, rent subsidies and etc......
