I find it a bit unnerving, although not entirely surprising, that Graham doesn't know who Stephen Somma is. Somma is referenced as Case Agent 1 in the IG Report. And he appears to be responsible for a number of problems with CrossFire Hurricane.

IIRC one of the tenants of the contract with America was to list at the top of each proposed bill the section of the constitution that gave the legislature the power to enact that bill. I do not know if they ever did that at all.
