Government in China is completely foreign to our ideas. The city government wields great power, and each Chinese citizen has a “city card” that identifies their hometown. This card also controls your travel ability, where you can live, your rate of pension, and when you can retire. Shoot, you can’t even buy a train or bus fare without showing your city card. If you’re not allowed to go to the destination you request, you are denied travel by the kiosk. Your photo is taken, do not attempt the travel.
Provincial government takes all economic data from their cities, and reports to Beijing. I have little experience with this level of Chinese government.
Then there is the PLA. The PLA is controlled by Beijing ONLY, and they answer directly to XiJinping. Provincial governors are powerless against them.
At the top of the food chain in the PLA is their secret police - loosely called WuJing. These soldiers and assassins are above the PLA as our Delta force in some ways - they are the best trained, the best equipped, and are feared even by Politburo members. They are the final arbiter in China. Think KGB on steroids with some PCP on the side.
It is impossible to equate our system of military/police/National Guard with China. When you’re in China, you seldom see police or PLA. But when neighbors or relatives disappear, that is where they went. Good luck finding them. Ever.
Beijing relaxed the travel codes on Hubei, and 3 million of them fled almost overnight. Given that their tests are woefully inaccurate, their neighbors don’t want them to be leaving and starting the infections again.
Yeah, it’s different there.
But provincial borders still matter.
The only border control I’ve ever seen there is at the edge of cities. All roads have gates, manned by PLA, and to the locals this is normal. The only Provincial borders I have ever crossed by road were between Guangxi and Fujian, and I saw no gates.
Not that they can’t put them up in a few minutes!

Thanks for the links. Mainly the last one, as it is the UV I’m particularly curious about.
I wonder what the penetrance of 254 nm UV is in clear water? Or maybe that doesn’t matter much, as in 6 hours I’d guess all the water in a small bottle unevenly warmed would have slowly circulated near the sun-side of the bottle several times.
If we get a warm day I might check the temperature of such a bottle out in the sun. The article neglects to say “how warm”. For other items it appears 150 deg F for an hour should be plenty. I’m sure the effect is excellent if the object to be sterilized is placed on any surface that typically gets warm or hot in the sun, such as the hood of a car. So, for any item that can “take the heat”, so to speak, it should be easy to sun-cook any virus on it in short order. Just be sure some part of the item doesn’t melt. ;-)

This is completely consistent with what I’m hearing from my Chinese friends. The spread never stopped. China just stopped responding.
Before the lockdown, in early January, 5-7 million left wuhan and Hubei. They returned to their families in the provinces. That’s why there factories there have had a hard time getting back up and running. Factories around Shanghai are back up. So is Shenzhen and Suzhou. But demand is way way down. Exports are off by 50%. Nothing to do, people go back to their original provinces.

Agree, it’s well beyond debating. I’m back to my skipping over of trolls, where I will neither read what the Troll says, or what any of us say in response. I do have other things to do today.

My take with these trolls has always been the same as people who claim the moon landings were fake.
They make the claim to get attention, as they’re not otherwise getting any - knowing, full well, what they say is false. Sort of an ego trip for them.
With the treadle machine, just get it started with your hand as you start to push with your feet. Won’t be a problem at all.
