An Arizona man pleaded guilty Tuesday in a U.S. court in Nevada to illegally manufacturing tracer and armor-piercing bullets found in a hotel room where a gunman carried out the Las Vegas Strip massacre two years ago.

Douglas Haig, 57, was not accused of a direct role in the Oct. 1, 2017, shooting that killed 58 people and injured more than 850 at an open-air music festival. Prosecutors never alleged that he had advance knowledge of the deadliest mass shooting in modern U.S. history.

“Doug had no indication whatsoever about Stephen Paddock’s plans,” defense attorney Marc Victor said, invoking the name of the shooter during a prepared statement outside U.S. District Court in Las Vegas. Haig declined to comment.

it’s not, you just need a type VII FFL to sell ammo. he probably doesn’t have one

Reloading and SELLING ammo requires an ammunition manufacturing licence.

See: https://www.atf.gov/firearms/qa/person-who-reloads-ammunition-required-be-licensed-manufacturer

Which I’m sure would come as shock to those guys at gun shows selling reloads.

According to a quick internet search you need a license from the ATF to manufacture ammo (probably with intent to sell as you don’t need a license to sell pre-manufactured ammo) and you may only sell armor piercing ammo to government agencies.

“In 1986 Congress amended the Gun Control Act of 1968 (“GCA”) and imposed significant controls over “armor piercing ammunition.” The restrictions (1) prohibit the manufacture and importation of armor piercing ammunition; (2) authorize the Bureau of Alcohol, Tobacco, Firearms and Explosives (“ATF”) to revoke the license of any licensed dealer who willfully transfers armor piercing ammunition; (3) impose marking requirements on such ammunition; and (4) require licensees to keep records of disposition of armor piercing ammunition.”

Curiously... the article mentions that the Vegas shooter handled the ammo with gloves when he picked it up and only Haig’s fingerprints showed up.

If the plan was a suicide hit - why cover up your fingerprints?

The article is poorly written, but I think the crime is tracer ammunition.

The tracer and armor-piercing ammo is illegal if it sold by anyone other than an FFL dealer.

Tracer ammo is often not allowed at my range because it might cause fires. I did not know it was illegal to load it.

Based on some of the comments here, it’s not illegal to load tracers, it’s illegal to sell them after you load them.

I would be interested to know how the feds defined armor piercing. There was as I recall where they tried to define a 5.56 round as armor piercing as a basis for banning it.

It would not be surprising if he vacillated between suicide mission vs shoot and scoot. People go back and forth on buying different toaster oven brands, so it’s understandable he tried to leave the option of getting away somewhat open.

Thanks! we definitely need to get all of these unconstitutional regulations and restrictions terminated ASAP!
Besides, its so very very unfair in actual life...
I have no idea of the accurate numbers but it appears that only a very small fraction of “violators” ever get prosecuted (or caught in the first place)... but the regs “make thousands or millions of American citizens into criminals” who the govt may “go after” and “make trouble for” at any time anyone in power wishes. As Laverntly Beria, Stalin’s ruthless chief of his secret state police put it, ‘show me the man and I’ll show you the crime”.. meaning that the communists could (and did) arrest anyone they wanted at any time and then imprison or execute/murder them for any of thousands of “criminal” pretenses

this is extremely dangerous, makes a total mockery of a just legal system, and must be corrected, imho, asap.

I don’t know one way or the other about the legality of tracer ammo.

I also don’t think it is a crime to make any kind of non-explosive rifle ammo.

Not sure about pistol ammo.

The article is written by an idiot, so I am still confused.
