Based on some of the comments here, it’s not illegal to load tracers, it’s illegal to sell them after you load them.
I would be interested to know how the feds defined armor piercing. There was as I recall where they tried to define a 5.56 round as armor piercing as a basis for banning it.
I believe it has to fit into a pistol to be illegal “armor piercing” ammo.
