Notice the lightning bolt in Thors hand
Thor represents lightening thunder BIG BOOMS
If I remember my mythology correctly . Thor would take a ray of light from the sun and use it (LIGHTening) as a weapon to wipe out darkness (evil). Notice the goats etc in forefront of picture !

So here is my take:
There were 16 points on the sun at today’s ceremony
The 17 is in Thors hand who is posed with hammer coming down!
