No it doesn't "entitle" a citizen to a firearm. There's no Constitutional right for every citizen to be issued a firearm by the Government.

What the 2nd Amendment *does* guarantee a citizen the right to obtain a firearm (at his/her own expense)...*if* he/she chooses to do so and,once obtained,he/she has the right to "keep" that firearm *and to "bear" it.
