I think he told Trump about the Dossier in an effort to trap him and Gage his reaction.

IIRC, Comey only told Trump about the salacious stuff in the dirty dossier. He also told Trump that he was not a target of the investigation. Of course, there were two investigations all the time. One was of the Russia-collusion farce, the other was the counter-intelligence investigation. The FBI does not have to tell the truth to the target of a counter-intelligence investigation. Thus it was "legal" to lie to the President of the United States. It seems so like Stalinist Soviet Union stuff.
