Prosecutors aren't required to disclose exculpatory information to a grand jury. Therefore, Mueller's team did not need to know information uncovered by IG or Huber, or potentially other agencies. Rosenstein would have kept that under wraps to avoid interfering with IG/Huber.

#Update: Also reports that a Russian C130 cargo plane arrived yesterday in #Venezuela, and that they are staying in a hotel, insure how many Russian troops arrived yesterday.
