How does Obama have a campaign organization in 2016 when he wasn’t running for any office?

This article referencing the millions paid by Obama’s organization, as well as by the DNC and Hillary’s campaign organization to the law firm that paid Fusion GBS to find dirt on Candidate Trump , was written in OCTOBER 2017. That was a year and a half ago but the witch hunt continued.

Paying millions to look for dirt on Trump must be ok with the media but meeting with one Russian woman in Trump Tower by Don jr is worthy of impeaching the President ... at least in the minds of the propaganda press.

1) If they pursue, it cannot succeed and they will turn off 2/3rds of voters.

How does Obama have a campaign organization in 2016 when he wasn’t running for any office?

Politicians have laid some ground rules on what they can do with unused campaign cash after they leave office or drop out of a race.
But as usual they have left themselves legal loopholes you could drive a truck through.

Basically the money can be used for any legal expenditure other than personal use.

But they know how to weasel their way through that restriction and we see it all the time.
They are masters at converting something that benefits them personally into a legitimate expenditure.

Like taking a flight to Hawaii to appear at a campaign rally one day and hold over to give a political speech the following week.

Having a large amount of cash on hand also allows them to wield some influence on the campaigns of others.
They can chose to assist or deny assistance to others running for office.

There is no requirement that they do anything at all with the left over funds and there is no time limit to how long they can keep the unused campaign funds either.
