Uh - is not “discovery” an established and important phase of most legal trials - both sides are required to inform the other of what evidence they’ve uncovered and will use in the proceedings so each can prepare its arguments - why shouldn’t the president be given an advanced look at what the public will be seeing so he can prepare for the screaming and gnashing of teeth which will surely follow release of the report......

Well, the Department of Justice is a subordinate part of the “Trump Administration” (ie, the government), so that sounds most appropriate.
