He "backed off" to the extent that he offered one Democrat the concession that the word "surveillance" might be used interchangeably with the word "spying."
AFAIK, that's the only aspect of his testimony that he "backed off" on.

A.G. Barr and President Trump are not at odds, as the headline would like to portray.
They want to diffuse the damage of Barr’s statement to their narrative by making it sound as if something changed, but it didn’t.
