It's health insurance. First of all, you have to have health to insure, those with a serious "pre-x" do not.

Premiums are directly related to claims. Those pre-x 1% of the risk pool with guaranteed $100,000 per year claims are doubling claims payouts, and hence doubling your premium... .(1% = 50%)

"Forcing insurance companies to cover pre-existing conditions" (guaranteed issue) eliminates the insurers ability to assess risk, and the resultant product is no longer insurance, but rather a private sector welfare.

If everyone is on the same playing field, then it should work, though costing a little more for all.

Your scenario as applied to P&C insurance would force carriers to write your coverage after you wrecked your car, or your house burned down, and then cover your claim. (pre-x condition)

The answer is simple. The "uninsurables" pay a slightly higher premium (which is also privately subsidized) and get the coverage for their claims. It's not unreasonable to require guaranteed high-claims individuals to pay a higher premium, than healthy low-claims folks. It's called a High Risk Pool Association, and it worked perfectly well in many states before the RATs forced ObamaCare on us. A majority of the states had a HRP of one form or another

Good call Blu. Better to call in more resources than needed than wishing later that you had. All teams should not be thought of as being equal nor dressed, equipped and physically equal.
