Poor blood circulation in the extremities such as hands and feet. Feet already have socks so you would never notice if someone had this problem but hands covered when it's not winter are easily noticed.

I’m usually quite content, Liz, in my Quiet Room with heaters running. I have had to be removed from Jury Duty because I made it clear I couldn’t concentrate if I got cold and it wouldn’t be fair to whoever is being tried.
I got to say, I wouldn’t want me on a Jury if I knew I was only thinking about getting/being warm. LOL
