The CM I worked for did. I recall a letter I saw where he had crossed off the Sec of the Navy’s correct title and full name and wrote ‘Bill’ and then put a line through his signature block and wrote his first name.

The Dems want to drag out any confirmation so as to pack the court for the above case. Obviously the lower court ruled that illegal alien criminals walk free, if Homeland Security fails to immediately take the criminal alien into custody. With Sanctuary States and cities fighting ICE, this becomes very important.
Would Kavanaugh be able to be part of the ruling, if he were not seated by the time the appeal is heard by the Supreme Court?
If the vote is split (probably will be), the ruling of the lower court would stand and the Dems fighting ICE and Trump will have succeeded in allowing illegal alien criminals to be immune to arrest or prosecution for their illegal entry into the US.
