I do NOT think the President was trolling. Sarah Sanders would not have mentioned the clearances being revoked if POTUS was “trolling.”

My thought was that for most things it shouldn't. The SEC deals with securities, but not necessarily with tax fraud. And, its not easy to see how anything about the Clinton Foundation involves securities, unless they borrowed money and issued some sort of notes. There's no investors, at least not in the usual sense.
I would think an investigation of that Foundation could focus in other areas--was it in fact a charity, and if not, it's tax fraud. Were they selling influence--if so, that's a different area of investigation.

CNN is almost NOT a source any longer. They are a joke.
I think it works like this: there are lead agencies for different types of crime. For instance the Treasury Dept. / U.S. Marshals are the lead agency for counterfitting. The D.E.A. is the lead agency for drug dealing. And SEC is the lead agency for securities crimes. The FBI is frequently involved in these, but they probably don't have the expertise in stock transactions that SEC does.
What I don't quite get is why the SEC would be involved in the Clinton Foundation. It's not a publicly traded entity, does the SEC have oversight of non-profits? I am not aware of that, but it may be.
