Before Minneapolis police officer Mohamed Noor shot Justine Ruszczyk through the open driver's side window of his squad, a woman had approached the back of the patrol car and "slapped" it, according to a court document filed Monday.
Authorities say Ruszczyk, who also used the surname Damond, called 911 to report a possible sexual assault in the alley behind her south Minneapolis home. She called again 10 minutes later to check on the status of the responding officer's arrival. Soon after, she was shot.
A search warrant was filed by Minnesota Bureau of Criminal Apprehension investigators to look at the area where the shooting happened and gather evidence as part of the investigation.
"Upon police arrival, a female 'slaps' the back of the patrol squad," according to the search warrant. "After that, it is unknown to BCA agents what exactly happened, but the female became deceased in the alley."
But the document doesn't explicitly say it was Ruszczyk who slapped the back of the police cruiser. It also doesn't say whether that was the loud noise that Noor's partner, Matthew Harrity, said he heard and was startled by before the shooting.
A BCA spokesperson declined to provide additional details, citing the ongoing investigation.
Noor has declined to speak with investigators. He remains on paid administrative leave.
The shooting has stirred controversy all around the country and internationally as news spread to Ruszczyk's home country of Australia.
Former Minneapolis Police Chief Janeé Harteau, before she resigned Friday, condemned Noor's actions and said "Justine didn't have to die." On Saturday, Minneapolis Mayor Betsy Hodges appointed Assistant Police Chief Medaria Arradondo as acting chief.

maybe the police are going through the possible defenses prior to charging Noor, including improbable defenses (eg she was dealing drugs, prejudicing the jury), and are just being very cautious.

I believe he saw what was to him a “scantally clad” woman (nearly naked-—that’s how Muzzie would view pajamas in public), showing a great deal of skin (it was hot summertime), blonde, probably traces of make-up, even unacceptably assertive or impolite speaking to a man (not behaving appropriately subservient to a Muslim man)....and he was TRIGGERED.
Years of Muslim teaching easily overrode-—consciously and subconsiously-—anything he may have learned about non-Muslim or American culture.
He instinctively shot this practically (in HIS eyes) naked, breaker of all Allah’s laws, committing the most egregious blasphemy of Allah imaginable and IN THE FACE of a MUSLIM MAN (who rules and owns women) and in PUBLIC, the public of ISLAM-—SOMALIS-—what he viewed as a caliphate.
Killing her was resolution of a mild cognitive dissonance in his mind (which the MUSLIM “side” of the dissonance easily triumphed over.)
Has anyone postulated this before? Book it. This is what happened. A muslim was triggered by a barely clothed woman in public (in what HE considered MULSIM public space.)
Simply put, he was enforcing the law as he saw it according to all oaths and pledges he’d ever made: but it was SHARIA LAW.

There’s a strong argument his action was INVOLUNTARY in the purest sense of the word. And that is the best argument why these people should not be in the USA and why they are ultimately UNABLE to abide by our laws. In the truest sense, he was brainwashed. IMHO he should still be held accountable, but by Western standards he may qualify for an insanity plea. If you were told daily the things Muslims are taught about women, from infancy to adulthood...this is what you can expect.
Seen pix of this woman? Reasonably tall, she looked, but still almost waifish, a wisp of a woman. How freaking hard could she HIT a car? Besides, based on everything we know about her, striking anything just does not fit.
She may have tapped the trunk of the car to let them know she was there so as not to startle them. If so she didn’t count on one of them being a paranoid lunatic.
I’ve wondered about that myself.
I think it’s ok if you’re an illegal alien and throw rocks at law enforcement vehicles. Slapping them is strictly forbidden, however.
If the derelict Muslim cop expected trouble and already had his gun at the ready, there is NO EXCUSE for him not to have turned on his body cam, as required by dept regulations.
Poor Justine just slaps a police car. Is murdered for it.
