Not really. Trump has parts of populism in him. Ross Perot and Pat Buchanan brought up the obvious problems we would face. The fact that the GOP never 'fixed' those issues or even tried helped to form Trump today.

Secondly, part of the rise of Palin had to due with the let down from Bush. The push for amnesty by Bush, and his never ending growth of government precluded Obama. Obama didn't help to create the 'Tea Party' movement, it was years in the making.
