I was thinking that 50 years ago, the school that I went to taught us that Texas was the one state in the Union that could legally secede from the union.

Something about it being a sovereign nation, and it was written into the language of their statehood documents. Anyone else ever remember learning that?

As a matter of law and original intent, the several States and the people (as individuals) retain all the rights and powers they do not explicitly delegate or renounce when the ratify the US Constitution.

Because the Anti-Federalists (rightly) feared that that fact might be forgotten, they asked for and got the Ninth And Tenth Amendments.

Look, I was listening to Andrew Willcow (I listen to Patriot Sirius on my lunch hour now instead of El Rushbo) and he was talking about how the federal government has completely overstepped its boundaries and that Brexit is a microcosm of what's happening to the U.S.) and he nailed it. States have given up their sovereignty to the federal government (that they created) in exchange for cash.

But the other way might work. Given a solid majority in both houses and the presidency, a constitutional amendment to remove a state (e.g., Connecticut) might be feasible. Each "deadwood" state pruned would make it easier to remove the next.
