If you go back and edit the same in the preview, and take the symbols out and add back in the desired punctuation, they do not then appear in the post.
Which browser are you using? I’m getting the same crap in Chrome.

It seemed to come after what seemed to be a cyber attack.
The best thing to do is to copy the selection from the web, paste it to a text editor (notepad or text book, etc). Just click Save as text. Then copy THAT, and post it.
It sounds like a lot of work...but it really isn’t.
The issue is that when you copy from a web site it is encoded with an “alphabet.” Sometimes that alphabet is not consistent with the FR web page settings. It happens a lot when someone has written the article in word and then you try to copy it to HTML. The differences are small, but tedious.
Use your short cuts. It takes almost no time.

There, I've said too much.
It is mostly a problem of cutting and pasting. The ‘ and “ symbols that are slanted
seem to be the problem where as the vertical ones like I posted are okay.
So if you are copying and pasting, review before you post and if you have slanted
symbols in your post correct them with your keyboard and all will be okay.
That’s what I started doing. It’s a little time consuming. Sometimes it’s easier just to hand type it in there myself.

This problem has been discussed ad infinitum on the forum, recently. Apparently, John and Jim are working on a fix.

FreeRepublic has a misconfigured webserver. It is serving up ISO-8859-1, but embedding a charset tag that forces your browser to interpret it as UTF-8.

Also, FYI, from what I’ve read the mods are aware of this issue.
Isn’t it a font issue? Perhaps that certain font is not on FR server, so punctuation marks appear weird.
