How are medical personnel dragooned into assisting in this barbarism?<p.I read here once that the cops threatened to arrest the charge nurse and ER attending physician when they refused to perform a blood draw.

I don’t know guy, walking while impaired might get you a WUI and time in jail. You will be able to plead down and should cost you more than 5 or 6 thousand.

A fleet vehicle of mine was clobbered by a DUI speeding, crossed the center line. Total of eight aboard, four injured.
My insurance and checkbook have covered expenses to this point because the other vehicle was a company car and they are "still investigating."
It turned my business upside down for about two months. No sympathy here.

MADD gets $16M from individuals, $4M from corporations, $10M from the goverment to support statism, $5.5M from drunk drivers for mandatory classes, and $3M selling their name and t-shirts. They spend well over half of that $40M on salaries and professional fees which includes “community programs” (i.e. they pay themselves well). A lot of the rest is offices, travel, etc (IOW, more payments and benefits for themselves). It would be hard to slip in even $1M in payments to outsiders such as police departments without it showing up in the financial report (I looked at 2011).

It would be harder to believe they aren't greasing the skids somewhere along the line, since according to your research it would indeed benefit them to do so.
