The day was 2004. A marketing exec for one of the two largest banks on the planet earned a dui and did the research. I did not press her for the parameters.

The upshot is that she found evidence of incentives.

MADD gets $16M from individuals, $4M from corporations, $10M from the goverment to support statism, $5.5M from drunk drivers for mandatory classes, and $3M selling their name and t-shirts. They spend well over half of that $40M on salaries and professional fees which includes “community programs” (i.e. they pay themselves well). A lot of the rest is offices, travel, etc (IOW, more payments and benefits for themselves). It would be hard to slip in even $1M in payments to outsiders such as police departments without it showing up in the financial report (I looked at 2011).
