I thought that in order to register a motor vehicle, it had to have the state minimum level of insurance. If and when that insurance lapsed, the insurance company would immediately notify the DMV, who in turn would alert the authorities who then would move to find it and get it off the road.
Maybe that’s not true in all states I guess.

Well, would ya look at that. An illegal driving a non-registered vehicle, happens to kill a legal resident driving a registered vehicle. He may be deported, but he’ll be in an American prison for a while, and get free medical care on the taxpayer’s dime with 3 meals a day to boot.
In my years of driving I have seen tires/wheels crossing the highway a number of times from traffic on the other side. I have always been fortunate in being able to avoid them.

Once had a semi dump a tire in front of me in El Paso, Texas. Full re-tread, but thankfully no rim. Maybe 10 feet away from me at highway speeds.
Ran over it. Tore my car to shreds, but I walked away.
Semi was owned by (redacted - don’t want to be sued).
Filed police reports with state, county, and city police. Those reports vanished. But my repairs — including deductible — were paid in full without me filing ANYTHING. I was simply sent invoices showing “Paid in Full.”
Seeing a tire fly at you at 70 mph is scary stuff. Sad this gentleman did not survive. Sigh.
