These are suspected cases. Could be Malaria, Cholera or any number of other things.

It’s true. Ebola is not contagious before symptoms appear, and does not spread through aerosols. You need direct contact with infected body fluids to get it.
Those body fluids, however, are extremely infectious. Hence, the space suits. It only takes a tiny splash.
Take that up with WHO. That organization has recently described Ebola as “highly contagious.”
I linked that description a few days ago.
Apparently some viruses can be highly contagious, without necessarily being airborne.
