Car, bus, foot, animal, motorcycle taxi, bicycle? How did she get there, who did she contact on the way? Are those people included in the 198 being watched?
Even if they are, consider 198 contacts to watch for just one person.
Put a planeload of patient contacts on the ground and do not isolate them, how many secondary contacts would there be, even in a 'first world' city? The spread potential is enormous.

Turns out she was symptomatic.

Hemorrhagic complications occur in fewer than half of infected persons, and gross bleeding is relatively rare."

Contrast with our officials who have declared it impossible to ‘hermetically seal’ our borders or even restrict travel from the outbreak areas in any way.
