Check youtube videos for “Raven UAV Iraq” or Afghanistan. The Raven is a hand-launched UAV with a few thousand feet altitude and a ten mile radius. You can’t hear or see it.
Private groups have created their own UAVs for work along the Mexican border. Very effective and cheap using COTS tech.

The US Govt is already prototyping “suicide drones” that will carry a few pounds of high explosive for hitting targets without even needing a Predator.
Any civilian can basically do the same with COTS tech.
I used a medium sized UAV to kill a politician in my second novel. The pilot took over control and flew it into the target individual instead of just using it to take pictures.
