Since Fox News and others are thrashing this story, I thought I'd post it. Apparently News Of The World broke it, and this is the original.
The U.S. and Vietnam signed a new adoption agreement after nearly three years of an adoption ban last fall (VN also signed new agreements with many Euro countries). It cleaned up many of the earlier problems and is stricter on both sides. See here:

In this case the mother clearly abandoned the child under Vietnam law, the grandparents became guardians and (probably pleading poverty and age) signed an adoption waiver with the orphange. Vietnam requires extensive interviews with any existing family before posting a child for adoption, including 30 days continuous notice in local newspapers. Finally, the U.S. State Dept. and D0J must approve the papers.
The mother is clearly trying to extort money. She's one one of those ugly types who would have sold her baby for cash under VN's adoption problems in the late-90's.
WTF, aren't their enough orphans without parents to adopt? Why do the hollyweirdo's seek to adopt those with parents(admittedly bad ones)?

This is why one must be careful about adoption. Indian people are of the mindset that only Indian families should adopt Indian children. My feelings are I don't care what the race is as long as the child goes to a good family. It will be interesting to see how this turns out. I don't understand why it is so out of fashion for these stars to adopt American children. We have plenty needing homes.

But whatever the ultimate outcome for this kid, I truly hope he has a good life, as his life was likely destined to be sad.
A blue-eyed white baby doesn't make near the social statement that a baby from the Third-World does. Especially if it's a little on the scrawny side.

The mother is rotten but Jolie may have no good choices. She should consider actually giving the child back, only with a monthly allowance at some grocery store -- sort of like food stamps -- so that the child is always provided for. And she could send clothing and pay for schooling and healthcare. That sort of thing. But not one dime should be spent on that mother. Not one red cent. If the mother is not interested in the child, she will give him back. At least the child will have physical needs met.

I understand and agree with your point, but would offer the following.
The conditions for children up for adoption in America are far superior to the conditions faced by children up for adoption in third world countries.
I'm not suggesting that American kids up for adoption have it good, or are living high on the hog, but there is no comparison between the conditions in the U.S. and in the majority of the rest of the world.
Even kids in the former Soviet states have it immensely worse than orphans here in America.
For "normal" couples international adoption is also a sea of red tape and waiting time, not to mention $$. Celebs make it look so easy, both domestic and international adoption.
I think Angie should give this mother money....lots of it...enough to buy lots and lots of heroin.

Not really.
It's next to impossible to adopt a non-special-needs kid domestically.
Moreover:
First, costs about $50K. It's a big racket.
Second, you wait 2+ years.
Third, and most importantly, "open adoption" is the rage here in the USA. That is, birth momma and birth daddy (if around) know the adoptive parents' names and have visits with "their" child you effectively babysit. They show up, ask for money, demand money, and, as the adopted child gets older, start asking him or her for money, shelter --- etc. Heck, after you've raised them, they all but try to take the child you raised from you.
Fourth, adoptions in the USA unravel legally with a distirbing reglarity. Take care of a child for 7 years, then daddy gets out of prison --- claims he never knew about the child --- and demands "his" kid back. Foreign adoptions are generally much more final in this regard, if by nothing else, the distances involved.

Honest question - do you have first or even second hand experience with orphanages in third world countries?
I have seen the horrors of US orphanages, and while horrible, pale when compared to what children in many other countries face.
