Everyone is an expert. Bullhorns would be nice, but the noise from boats and helicopters probably is probably a good substitute.

Bullhorns do not move people. They have to move themselves. The only ones who can blame the government are the infirm and children.

Well, he's sort of right... The local government should've been out in force all weekend assisting and facilitating the evacuation. The bullhorns would have been as useful as those school buses the local government allowed to be taken by the flooding. Neither were put into play.
