For those who were not able to see Ridge's news conference, he basically said certain "sectors" were still under higher vigilance, although he would not say what or where those were, and he said they were not necesarily on "orange" level, either. Law enforcement knows, the sheeple don't, in other words. He made some cryptic comment about "although you'll probably know in a few days." Hopefully by that comment he just meant that it would be obvious by continued police presence, higher airport security, etc.

WASHINGTON -- The Bush administration lowered the national terror alert level Friday as Homeland Security Secretary Tom Ridge said that an urgent threat had passed.
The terror alert level, however, will not be lowered in the five boroughs of New York City, which has continuously held at orange since the attacks of Sept. 11, 2001.

They (HS) need to be more specific with us (the people). Look how well the Amber Alerts for missing kids work - because you enlist the power of millions of good citizens to be the eyes and ears of the cops. All this secretiveness on terrorism weakens our ability to nab the bad guys and shut them down. I'd also like to see them use a map concept for the color alerts - I suspect most of us would enjoy learning that we're really in condition green or blue (and have been throughout).

I wonder if what they really decided was to bump certain areas to almost-red, and bring the others down to yellow.
