If that’s how they want to play, then they should understand the ramifications of their proposed actions. Anyone declaring such a threat in such a fashion would quickly find themselves the hunted in my world as I see no reason to lie around waiting to see if the threats are going to become reality. Preemption would be wholly justified in my world in a case such as this.
