I have no doubt that she threw a tantrum on the 2016 election night - yelling at her minions to come up with the required votes. They all told her that the margin was too high, and they couldn't manufacture the required number of votes in the few hours that they had.
They were ready in 2020. I don't think they expected the landslide, but they had an alternate plan - one that they didn't have in 2016, because it was too audacious - shutdown the vote counting for some lame reasons (knowing that the MSM would have their backs), and take the necessary days to manufactured the required "votes".
