Want to reform the FBI? Here's What You Do on the First Day.

1. Remove FBI from their role as briefer and coordinator/facilitator of classified meetings and activities in the US Congress, and reassign this to federal officers attached to ONDI. - FBI has been using this role to monitor congressional activities and maintain awareness of all procedural and political actions occurring in the Congress, and has exploited its knowledge to develop countermeasures to any effort to reduce or degrade the FBI's power base. They maintain extensive insider relationships with members of congress and related staff who have been coopted into serving as informants and insiders outside of the oaths of office they hold. There are currently about 160 liaison agents from the FBI embedded in congressional activities. This is essentially an intelligence-gathering activity staged against our own government. Remove them immediatelyand bar them from all congressional operations and proceedings unless official presence is required.

2. Restrict FBINet resident applications and data to only those things which are classified in nature. FBI hides unclassified and administrative records and other date within its secret collateral network which otherwise would be subject to FOIA and administrative validation.

3. Eliminate the FBI classification guide and require them to use ODNI classification. - The FBI uses its own created classification guide to provide shielding from scrutiny of records and administrative processes at their discretion. Eliminate their guide.

4. Revoke FBI authority to assign administrative penalties for criminal violations of professional conduct, and transfer legal oversight to ODNI using referrals to DOJ, not DOJ oversight. One look at the quarterly OPR email on OPR actions would be enough to shutter the agency. The FISA and NSL abuses are rooted entirely of an in-house performance system which values results over methods, and encourages cutting corners on due process and constitutional rights.

5. Eliminate classification or restriction of public disclosure of the DIOG and create a legitimate departmental policy manual with binding statements using the words "must" and "shall". - The FBI is an investigative agency, not a law enforcement agency. They routinely apply selective judgment and decision-making which ignores criminal conduct of suspects in favor of expedited resolution.They will disregard, suppress or destroy evidence which impacts their narrative or infringes on their political influence, seeking investigative outcomes to cases which are most favorable to them. Include clear statements about what agents MUST do and CANNOT do. Solicit an Attorney General's Opinion on the mission of FBI, binding it to very specific channels of activity and engagement, and de-conflict/clarify its alignment with DHS. Make all mission assignments pointed and articulate, and eliminate those mission statements which are nebulous and allow for latitude and discretion in judgment.

6. Establish procedural standards for how investigations are triggered and registered as "investigations", and require disclosure of all details as allowable by law to the US Congress without obfuscation or obstruction. Remove all FBI administrative alignment with DOJ which manifests in form of FBI officials bringing DOJ attorneys with them to testify in front of congress, and using them to shield themselves from legal culpability.

7. Remove all classifications from information and data addressing basic administrative processes used to shield FBI from public disclosure. The claim that "sources and methods" will be compromised, or that they6 cannot comment on ongoing investigations without accoutabiliy for their conduct should not exempt them from being responsible for HOW they interact administratively internally or with DOJ. Make deliberate overclassification a federal felony.

8. Refuse to nominate or consider anyone put forth for FBI Director who is a former agent, US Attorney or Federal Prosecutor. The FBI Director role going forward should be a Federal Judge, and the Deputy Director should be the Inspector General, subject to independent oversight and review. Force the agency to be outside the circle of commiseration on prosecutions, plea deals, suspect negotiations, or turning suspects into informants to spare embarrassment for lapses in abiding by constitutional rights. Bar the FBI from offering cash incentives for people to bring forth information the agency would otherwise be unable to obtain through legitimate processes.

9. Bar the FBI from invoking classification on routine criminal investigations and other activities where no such classification should be applied, thereby eliminating the practice of concealment of process failures and procedural lapses which violate policy. Subject all elevations of classification to be reviewed independently by DNI prior to FBI transferring records or information to FBINet.

10. Eliminate FBI's management of Uniform Crime Reporting (UCRs), NDEX (National Data Exchange), and the Internet Crime Complaint Center, and prohibit them from making jump-start grants for systems established regionally using FBI rules of operation.

11. Establish an immediate termination policy without right of rebuttal for any and all agents who act under the color of authority through intimidation, pretext, coercion and disregard for constitutional processes, and bar them from negotiating plea deals with individuals. The display of deadly force in routine search warrant service would be prohibited unless the effort involves suspects known to have committed gun crime violence prior to the service, and require approval of the Director to deploy weapons in the field beyond the assignment of the standard FBI sidearm. Require all warrants and searches to be facilitated by the county sheriffs and district attorneys without prior negotiation or agreement on allowing the FBI to unilaterally take control of scenes without legal observation.

12. Recall all liaison agents, and prohibit the Bureau from assigning, personnel posted to the news and entertainment industries who provide guidance and input on news, publications, and TV/movie scripts and production. This should include all telecommunications service providers, cable providers, and personnel embedded in such industry operational spaces with access to user records and account information.

13. Cancel all Consent decrees with state and local law enforcement, and cancel all county memoranda or legal permissions granting FBI operational access within counties without the direct knowledge, permission and authorization of respective county sheriffs.

FBI can’t be reformed they have corruption in their DNA. It needs to be dismantled.

The bureaucracy is too big at this point. It needs to be totally dismantled. Unfortunately that will never happen. The FBI will exist in its current form until the great collapse. Then they can be dealt with.

It isn't a bad list, but it still feels like nibbling around the edges. You can't do the wrong thing the right way. If the problem is the FBI, using the FBI to solve the problem is isn't going to work. Also, once you realize that the ODNI is just a country club populated by swamp dwellers from all of the other Intel services, but mostly the Intel services that are part of your identified problems, using the ODNI to solve the FBI problems isn't going to work.

You start solving real problems by opening up the books, putting people with integrity in positions where they can make a difference, and kicking bad people to the curb or put them in jail. The swamp has clearly shown it won't allow that. It won't even allow guilty verdicts within DC juries.

It's not a problem that's too big to fix, but the solution has to be at least as big as the post-9/11 reorganization that resulted in the ODNI and the DHS and it has to effectively address the problem of trying to solve a DC problem with DC judges, DC bureaucrats, DC lawyers and DC juries who all attend the same cocktail parties and put their kids in the same private schools and don't see any of what has been going on as a problem.

JFTR, the FBI is not in the US Constitution. Infiltration by left-wing radicals is certainly part of its being discredited; it would have to be a massive amount of reform before it became an entity feared by the left again, and that certainly isn’t going to happen any time soon.

One first day, have Trump walk over to DOJ and demand the keys! Think about that. “Departments” are part of the executive office - congresses only function is funding.

All furloughed employees - including to secretary must reapply and a team of outside tough procecuters reviews the apps.

Hire Hillary to do one of those famous 1000 box charts she did for goverment takeover of health care.

The FBI is done.

An agency that sends massive teams of men to terrorize Enemies of the Regime, conspires to overthrow the elected President, dreams up entrapment schemes to protect favored politicians, the list is endless - is over with.

No sane Republican is going to let them continue to exist under these conditions, and no contrite “mistakes were made” apologies should be accepted.

They are DONE.

( But don’t worry Deep State lovers. There’s still lotsa Intel gangsters out there “saving our democracy” by destroying it. You can still get a job terrorizing your political enemies. Just say the magic words on your clearance forms! “I voted for the Communists in the last election. It was well intentioned, but I won’t do it again until The Party is in power” )

If you shut them down the same problems that caused them to be formed will reemerge. Unless one thinks that at the state and local level everyone is magically honest and non-corrupt.

The reform suggested above is reasonable. I would fire, disbar (likely all lawyers that signed off!) and possibly prosecute everyone who signed off on the political repression actions.

Two more big things

1. Disband the DC based CI unit. It's the source of almost all the ‘political actions’ - for example the ‘Russia Russia dossier’. It was set up to fight the KGB. (There's an old saying which goes something like - you become what you hate!) From the beginning it was allowed to take ‘liberties’ with civil liberty because of who its primary opponents were. Set up a federal CI agency that can only investigate and must go through and meet the standards of the US Attorneys and work with local LEOs to arrest. Basically, like how MI-5 operates they only investigate and must meet crown attorney standards and must use a Scotland Yard ‘special branch’ to arrest.

2. End the “process crime trap!” - known as lying to the FBI! All FBI interviews must be recorded, and copies left with the interviewees. Likewise, any notes taken by the interviewing agent. All must be discoverable by the defendant's attorneys. If not done THE INTERVIEW DID NOT HAPPEN! THEN THE AGENT AND SUPERVISOR ARE SUBJECT TO DISCIPLINE, CRIMINAL AND POSSIBLY CIVIL PENALTIES.
Almost all the FBI problems stem from this! Just ask General Flynn!

A good, well thought out post.
Something tells me you have inside information or close contact with the FIBbies. At the very least deep knowledge of the workings.
Unfortunately the bureau has been corrupt from Day One, Hoover made sure of that. It doesn’t need reforming...it needs an enema. A LARGE one.
Your plan sounds like a great opening salvo.

Big time on your #2.

The fact that interviews are NOT recorded, and the agent’s notes are all that result, is insanity in the modern world. We require our street cops to run dash cams and body cams, and fire them if they “malfunction” or fail to get turned on too often. But somehow the Feebs are immune from this basic oversight? Oh heck no!

How about dissolve the agency. Prosecute current management and anyone with even a hint of impropriety in the ranks. Hand over all functions to the Marshal Service. The cherry on top would be to invalidate all FBI pensions.

The DOJ “might” be salvageable. I do not believe he FBI is.

We don’t.

The citizens of this country have assumed that our good, moral President would appoint someone who is good and moral to be the Director of The FBI.

Wrong on two counts.

People are clever.

They find ways around rules.

We have to demand good, moral people be the leaders of our governments.

Otherwise, it’s everyone for themselves and the Democrats go down when their lackeys figure that out.

You forgot POLYGRAPH every single agent and supervisor on the question of partisan corruption.

If the Congress can vote and have all the US Marine embassy guards in the world polygraphed after Moscow Station, they can darn sure polygraph every FBI agent.
