Yes, CPS is a mess and some foster mothers make Cruella DeVille look like a saint, but we don't know as of yet if Ma'Khia picked up a knife because her life in that house was awful or her upbringing by her bio mother was what was awful.
My money is on the latter. The foster mom was getting a visit from a former foster daughter who had aged out of the system several years prior. That is who Ma’Khia was attacking with a knife. That visit indicates the foster mom has some at least one seriously thankful foster kid out there.

From the video is is apparent that there was no time to "d-escalate" anything. By the time the officer finished saying, "now be nice," the knife would have been three inches into the other lass.
