Dr. Dre is an extremely successful business man and music mogul. He has built an empire on music, video, movies, and a sale to Apple. He may have a net worth of over a billion dollars. He is the black man in handcuffs in the white t-shirt. Seem bizarre? So is the story. A person who is unnamed claims that Dr. Dre displayed a gun while asking him to leave. Dr. Dre has a different version of events. From cnsnews.com:
Dre, whose real name is Andre Young, told sheriff's deputies he didn't have a gun and that the man was blocking his driveway. He says the man moved his car but parked nearby. He says the man drove off after Dre recorded video of him.More information was available at atlantablackstar.com. Everyone is hyped about threats to black men and to police officers. The last month has been a media frenzy following to police shooting of two black men and the assassinations of eight police officers. This situation was handled with a minimum of muss or fuss. Officers say the music producer was cooperative and consented to the search. He denied all allegations of the gun, informing police the man was parked directly in front of his driveway and blocking him in. The rapper asked him to leave and he did but immediately came back and parked in almost the exact same spot at the median in front of the home. Dre pulled out a cellphone to record what was going on and then the man drove off.There is a video at atlantablackstar.com that shows some of the handcuffing.
Pigeons and Planes reported that even though no weapon was found, the driver filed a police report. The case will go to the District Attorney, who will then decide if there is a legitimate case against the hip-hop artist.
Dre said the driver had previously engaged in a road-rage-type incident on the highway and followed him home, according to an LA Times source close to the investigation.
The whole thing will be thrown out. But with an official complaint, doesn’t Dr. Dre have the right to know the name of his accuser?
If he deems this an “arrest” he could also be sued for false arrest.

It’s not uncommon for someone to be handcuffed after a report of a gun, he wasn’t arrested.
He was being detained. I don’t blame the cops. They are responding to a call about a gun. It’s hard to reach for a gun when your handcuffed.
Now, if the citizen that made the arrest filed a false arrest claim then I’m sure Dr. Dre can sue his butt off.
Yes I was unclear about the suit subject, it would indeed be the individual making the citizens arrest, not the coppers.

What I note here (and I am NOT a Dr. Dre fan - whoever he is) is that a rich and clearly INTELLIGENT black man cooperated, was not shot, and was released.
Now he is back to whatever it is he does all day long, rather than involved with this stupidity
Being fettered and denied your freedom and liberty sure sounds like an arrest. He may not have been hauled in, booked ans charged but his liberty surely was halted.
If they handcuff you and detain you, you ARE under arrest, even if they let you go later.
Hell, I was handcuffed for a traffic accident.

If you’re in handcuffs you are arrested, as in not free to go about your business.
Though not applicable in this case, gangs sometimes use a street technique of a gun caddy who is underage, who keeps and provides an illegal gun when needed.
If the caddy is arrested, he tells the police that he found the gun, gets some time in the juvenile justice system, then is handsomely compensated. But if an adult gang member needs the gun, it is right there and available on demand. After use, it is returned to the caddy.
In some circumstances, guns have been used in several shootings, by different adults in different places, giving the others good alibis if they are arrested or searched.
Again, this doesn’t fit this particular situation. But Dre should know better, and sent an employee to drive off the pest, instead of placing himself at risk.

The article mentions that Dre said the accuser and he had been involved in a “road rage” incident before this, and that’s why (it’s implied) the man parked there in the way of Dre’s driveway. Perhaps he thought the cell phone pointed at him was a gun, or perhaps there was a gun brandished during the road rage incident. Either way, that was some silliness involved, and Dre did well to be calm and cooperative, lest he be arrested and investigated for the road rage incident. Sure, he might get released after police “clear it up,” but he could be beaten or killed while in custody (by other arrestees) awaiting his release, etc., plus, why go through that nonsense? I don’t personally like the handcuff part, but that comes down to officer discretion and departmental policy, so I hope the officer was reasonable and followed policy. That policy can always be challenged and changed.
I thought he was simply leaning into the wall on the other side of that post with the black rectangle sticking out (? light fixture ?). Look at the others in the picture closer to the viewer and see the pattern—they stick out from the wall enough for a head to lean in past the top of the post.
Me too, and it was bullshit without probable cause.
