Being fettered and denied your freedom and liberty sure sounds like an arrest. He may not have been hauled in, booked ans charged but his liberty surely was halted.

Yes his liberty was taken from him for those moments, and for what? Because someone said gun? This is getting rediculous. We are either a nation of free men our we are not. His freedom is just as valuable as ours.

why oh why do police have the authority to detain someone, in handcuffs no less, just on the word of “some guy”?

There’s a legal difference between being detained and being arrested. If a cop pulls you over for speeding, he is detaining you. If he thinks you may be a threat, he may cuff you or put you in the squad car. His first concern (in theory) is to control the environment.
