It’s not uncommon for someone to be handcuffed after a report of a gun, he wasn’t arrested.
Being fettered and denied your freedom and liberty sure sounds like an arrest. He may not have been hauled in, booked ans charged but his liberty surely was halted.
If they handcuff you and detain you, you ARE under arrest, even if they let you go later.
Hell, I was handcuffed for a traffic accident.

I dream of a day when the police respond to calls of “a man with a gun” the same way they would respond to “a man with an umbrella”.
Except, of course, that keeping and bearing umbrellas is NOT specifically protected under the Constitution....
