What Obama is trying to do is prevent “White flight”. He wants to force all white people to stay in the cities so that they will pay ALL the taxes to support the welfare bums who would not able to survive otherwise.
That’s what this is all about.
If he can’t do move us physically, he at least wants to expand tax bases into wider areas so as to mix ghetto and suburb for school funding, etc
They do that already in lib havens like MN, as i understand it

People are easier to control the the city where they can be made dependent on the government for their water, food, transportation, etc. There is no slave like the one who not only does not think he is a slave, but thanks his master (the state) for providing for him (section 8, food stamps, government transportation, etc)

The left has seen the red/blue county maps just like we have. Heavy population density produces a form of mass hysteria conducive to socialist indoctrination... Urbanization is the key to preventing those ‘hicks’ out in suburbia from teaching their kids to vote for conservatives.
The Soviet Union used to control all of the water, heat and electricity for every building in each city from one central location. This allowed them to shut off these items for any area down to specific buildings if they were not properly obedient. The heat was especially effective since it is always cold in those places.
I was in Moscow 1998, staying at a Russian apartment.
The hot water only ran from 7:00 AM to 10:00 AM and from 7:00 PM to 10:00 PM.
It was the same later that year when I stayed in a Russian hotel.
Still better than Brazil, where there is no hot water at all anywhere. The showers are heated by electric units on the showerhead.
Do they mention student loan debt? It is hard to get to suburbia with a trillion dollar monkey on you back. Plus the cities are safer now.
