I think the poor dog has been mistreated and is cowering -- look at his tail, and it could be that it wasn't being fed well either.

I think that the dog looks much worse than just cowering, which I assumed from the git-go. His whole body just looks deformed, in comparison to his head. This is a normal German Shepard Dog-

Looking at the perspective of the picture I think it’s a bad cell phone pic -his head does look huge compared to the rest of his body and the lines on the flooring seem to be somewhat skewed toward the middle, not much but some.

There’s nothing wrong with his tail, and he could be scared of vets and transferring that to every doggie place. I know I’ve had my share of that behavior. Not to mention he just may be scared of what is going on now.

No, that is a beautiful healthy GSD with no signs of abuse to me. He is just showing the stress and fear of being abandoned. Right now he is “lost” and everything around him is foreign and new and scary. That is a beautiful animal who would make a marvelous rescue.
He is already way ahead of the GSD I rescued being he is housebroken and knows his basic commands.
Some rescue will take him. I wish a guy like this had been available when I was looking for a GSD rescue.

That dog has not been fed. I had a neighbor who adopted a rescued GSD. The dog gained weight but still remained a bit on the small side. Still, the GSD bounced back, was very sociable (could immediately read if you liked dogs). It’s a shame when such a lovable dog is abused, yet that will remain loyal and defend.
